Automated AD Account Creation from MSSQL Database Records

I am looking to create active directory accounts from data on a MSSQL database.  I have an idea of using a DML AFTER trigger to start the process however i do not know nor can i find how to use that data to interface with AD or indeed if it is possible.

And example of what i want to happen would be:

1.User details are added to MSSQL database using 3rd party product.
2. DML trigger fires to capture the required data.
3. Caputured data is used to create AD account.
4. Confirmation of process sent to user and administrator.
