Sql Server 2005 Terminating: Available Page file has dropped below 4MB

Scenario:
GoDaddy Window 2003 Virtual Server with 512 mb ram.
Apache 2.x using ISAPI dll.
Backend Database is SqlServer 2005 Express.

About once a week SQL Server will get a "The available Page File space has dropped below 4MB".  This typically happens in the middle of the day presumably when traffic is at its highetst.  When this happens the website freezes and I cannot even Remote Deskop into it.  I have to reboot.  I also happen to notice that SqlServer keeps increasing memory (in Task Manager).  But I have never been able to confirm what the memory values are when it crashes (totally arbitrary).

Does anyone have resolution?  
Do I not have enough memory?
Should I stay away from a Virtual Server environment?
Is there a setting I could tweak?
Could my ISAPI dll have a memory leak (even though the memory for Apache is not going up)

I have used Sql Server tons of times in dedicated environments and never had a problem; it just goes.  But in this Virtual Server environment it has been problematic.
