to grant full permisson with windows authentication for sql services

I have a user..this user have to logon Integration services on sql server 2005..but he try to logon integration service but he can not logon this service..he have a permission to log on the database engine,he can logon database engine with windows authentication  but he can not log on the other services,for example Integration services,reporting services and analysis service..how can I give permission to log on these services?
