Please explain??

I have a web app (written in C#, ASP2, Ajax...) using SQL 2005 Expess as db and IIS on Windows2003 SP2 running on a HP ML110 with 4GB RAM and SATA2 HDD's.
When I hit the login to access my web app (remotely/local) on my server, it takes up to 30secs to open.
I have an exact same install to the above on another box that login in 2secs max.
I have been running perf mon for a couple of hours now and notice that when I hit login on the web app the Memory-Pages/sec, SQLSrver:Transactions flat line at 100%.
At this point it seems that hardware is NOT an issue at all, but more an SQL/IIS issue (I am guessing!).
Please help!
