With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Easiest way to build a webpage with a database query

We are needing to create a webpage that runs a simple query to search a table full of names and addresses and return matching rows.  Internally we have very little web development experience, although we can configure IIS and we know how to write the SQL query itself or use Access to make a form.  We want it to be available through a website though.

I am looking for recommendations on ways to easily build a site that can be hosted with IIS and display a few fields to type in part of a name to search for and return the rows.
