Internally we have very little web development experience, although we can configure IIS and we know how to write the SQL query itself or use Access to make a form. We want it to be available through a website though.

I think "Microsoft Visual Studio" is the GUI you are talking about where to with minimal coding you have a website :-)
15 seconds is not a lot of time to have a website done so use that GUI (Microsoft Visual Studio dot net) and indeed it will write the website for you in 15 seconds!
This is probably the best you can proudly get right now.
