If you are planning to use it for small databases/development, then any machine that works well with Vista will probably work well with SQL. I'd recommend a 2 core, 2GB machine with an averagr HDD for the beginning and as you realize what you need - you can build on it/swap it.
Otherwise it does really depend. If you are developing a small database for a small company, then probably even something of a sort of 1GHz, 512MB RAM, 40GB HDD machine could be enough. If you are planning to store information on millions of people, billions of transactions, etc. then you might want a 64 proc machine, a SAN etc.
Let's say, Microsoft SQL Server, or MySQL (if I find out that this company has a tiny budget for such a purchase). Heck, we haven't even built the database yet or gathered data for that database. This build recc is for a marketing services agency who'll be managing customer databases on behalf of their clients.

All of these questions are very dependant on the application you intend to run against your database(s).
There is no way to answer your question without more details on how you'll use the database, what size you expect it to be, will it be OLTP or OLAP...etc.
