Sounds like the WEB version might be a more interesting choice for you...
workgroup is really aimed at the "department" level. If you plan to have a reasonable volumn, then, workgroup possibly will not achieve what you want. Web version is per processor and aimed at the "website" level.

Workgroup Edition may be suitable for a website but the memory size and processor restrictions limit its scalability.

For a publicly accessible site you need a Processor licence rather than a Server/CAL licence.
