Our company is getting a number of new machines with Access 2007. However, most of our company has Acess 2003.
Is it possible to design and build a database in 2007, but still have it operate if opening with 2003?

You can "begin" development of an Access 2002/2003 format when you begin designing in 2007 by creating a new 2002/2003 format when creating the database. You can still develop with the look and feel of Access 2007 but it will still work on the 2003 computers. It will take away the ability to use new features from 2007 such as multi-valued fields, attachments, rich text fields, etc.
Access 2003 database formats also run much faster on a network than 2007 so I highly recommend still using this format until this and other bugs are addressed by Microsoft.

You can design and build a database in Access 2007, and save it down to an Access 2003. Then test, then deploy.
Emphasis on the 'test' part.
