MS Access table linking problem - data does not appear why?

Zones: Access Architecture/Design, SQL Query Syntax, Access Forms

I am working on my table design for an MS Access 2002 financial database. I am having problems setting up my tables. I have set one to many and referential integrity, but data does not seem to show up or requires that another table have a certain record before it can add information.

Can anyone help me through the logic and settings to get proper table relations and query and form pulls of the related data?
