problem with locks

Tags: Microsoft, Access, 2000, exclusive/shared locking
After converting database from Access 97 to Access 2000 I  have a problem that two users can't work at the same time on the database:

for example: if I open any report in design view in the database-  this automatically means that another user can't open same database either to work on another report or simply print another reports

I have following message "Database exclusively opened on computer ......................."

However database have in property shared, not exclusive.  Is there any way to correct this situation
