How to add programmatically VBA code to an Access 2003 module?

As I add VBA code to an Access 2003 module - I find myself hand-typing the following code often: Is there anyway I may automate this and if so, how? I am unable to buy the add-ins the market provides not just about cost but also having to go through several committees. So purchasing an add-in is out of the question.

I assume to solve it I will need a function but unsure as to declaring it correctly? Then I need to place the function when a toolbar is clicked but unsure of how the computer knows correctly what module I'm in and where to place the code exactly?
