Error locating database DLL

I have recently had to reinstall Windows 2003 Server due to a problem with the current box. I have everything up and running except for a few Crystal Reports. The reports are linked to a Access Database that was created with Access 97. I open up the Acces MDB file and no matter what table I open I get ODBC -- connection to 'ACCPAC' failed. The it says Microsoft Access can't open the table in Datasheet View.

Now if I go to Administrative tools and go to Data Sources (ODBC) and go to any of the first three tabs and click ACCPAC and click Configure, I click CONNECT and it says connection tested successfully.

If I open up Crystal Reports and go to verify database, that also says it checks out as well. I don't understand what  am missing.

PLEASE NOTE: I have done everything I can to get this to work but I do not have a clue as far as how Crystal connects to Access or Accpac. Start Free Trial
