Do you get a login prompt? If not, then you aren't using the correct workgroup. I'd advise against actually joining a non-default workgroup; leave the machine joined to the default system.mdw, and build a shortcut to open your database with the security workgroup. The target of that shortcut should look like this:
"full path to msaccess.exe" "full path to your database" /wrkgrp "full path to the workgrup file"
