Tabs shifting out of view on a multi-tabbed form

I have a form which has a tab control (TabCtl0) with three tabs on an Access 2007 form.  There's a peculiar behavior which I can't control.

When the form opens the tabs themselves are just shifted out of view.  I have to use the scroll bar to move them back into view.  I have tried a number of property changes and have search online.  I have tried the reasonable and the unreasonable.  Nothing works.    The wording on the tabs are exactly shifted out of view.  

When I scroll up and choose one of the other tabs, the shift occurs again.  I want my tabs titles to be fully displayed everytime without having to use the scroll bar to reveal them.
