Print Reports with criteria from Checkbox

I have a group of users that have not signed for thier equipment. I have this signified in the mdb by a checkbox field "fldSignedFor" for each person in the orginal table from which the Report "rptSignOutReport" was built. The report prints a page for each of the people that have not signed yet so that they can sign it.

I am sure I don't have this quite right but here's what I have so far.
