Importing into Access dilemma

Hi Everyone,
I'm having issues here trying to figure out how I'm going to approach the database design and importation from excel.
if you check out the below link, you'll see the type of excel file I have to deal with

(File has been checked and is virus free)

Now the big headache is I have to import something like 1000 of these excel sheets into
Ms Access 2000. The predicament follows from how to approach the database normalisation method and erd design.

I tried looking for a unique id, I thought maybe the Ref. dwg (at the top), but that wont be possible, as each item might need to have a unique id. But the important fields would have to be all those columns in row 7, as well as the Docu No. and Ref DWG. that are at the very top

To cut a long story short, at the end of the day, the end-user will have to be able to search through these 1000 sheets former excel sheets.
So if anyone can give me a solution to this problem, it would be sooooo much appreciated.
