Select Query Not Working

I have created a query based off of two tables: tblDailyAgent and tblMessages. tblDailyAgent contains details on agent phonecalls, and tblMessages contain detail on agent emails. I need a query which will display totals from each table. Depending on the type of phone calls or type of emails, an agent may have multiple records in each table for any given day. Total emails should be 7 for agent 67774 on 9/23/2003, but that's being multiplied by the number of times the agent appeared in the tblAgentDaily on 9/23/2003 (4 records), despite the fact that I'm using the GROUP BY clause. Here is my SQL Statement:

SELECT Count(qselMessages.AgentID) AS ClosedEmail
FROM tblDailyAgent INNER JOIN qselMessages ON (qselMessages.CloseDate = tblDailyAgent.Date) AND (tblDailyAgent.AgentID = qselMessages.AgentID)
WHERE (((qselMessages.CloseDate)=#9/23/2003#) AND ((qselMessages.AgentID)="67774"));

Agent 67774 only had 7 emails on 9/23/2003. Because agent 67774 has four records in tblDailyAgent on 9/23/2003, the total shows 28.
