open the Access 2000 version, and then under Tools/Database Utilities you will find Convert DDatabase which will allow you to create an Access 97 VERSION of the database.
But that will then ABSOLUTELY require that you maintain BOTH versions of the database - An Access 97 version AND a completely separate Access 2000 version.
This can be somewaht eased, if you have SPLIT your database, into a FRONT-END which holds ALL of the Forms, reports, Queries and Modules and LINKS to the tables) and a BACK-END which holds ONLY the tables (that are linked to the front-end). Keep the BACK-END in Access 97, so that BOTH versions of the front-end (the Access 97 version and the Access 2000 version) are linked to the SINGLE Access 97 back-end - Yes, Access 2000 can link to and read from and Access 97 MDB, but Access 97 CANNOT link to or read from an Access 2000 MDB.

Access 97 can not use an access 2000 or XP database, you need to develop to the lower version not the highest or get the offce developer edition then you can install Access 2000 or XP runtime on the machines with older versions.
You best option may be to upgrade them all to XP though.
