Menu no longer responds to Alt+F, Alt+E, Alt+V, etc keys

OK, before you think this is an easy one please know the following:

1) There is no key trapping on the form
2) There are no conflicting acclerator keys on the form (meaning no other controls with Alt+F, etc)
3) The form opens maximized
4) Pop Up and Modal are set to No
5) Yes I'm using a custom Menu - and have tried to create a new custom menu and the behavior doesn't change
6) The Alt key alone and then after a pause the F key will highlight the File menu.  After being highlighted, I can open the menu using the arrow keys and select items and the items execute properly.  

Also, for what its control bar (tool bar) does not respond to keyboard accelerator keys either.  

Finally, I have four forms in the application (all opening maximized).  Two of the forms work normally and two don't.  

Any ideas?  This has been driving me CRAZY!

Searched thru the EE listings and almost all of them have to do with turning the menu off.  I've done none of those things.  I want it behave normally and for some reason it has stopped working.
