Converting Database from Access 95 to Access 2000 or XP Problems

Hi experts!

I have a database that I inherited that was created in Microsoft Access Version 95 (with a security file/mdw) that I want to convert to the latest version of MS Access. I  don't have the WID and PID anymore though so I've tried to 'de-secure' the application but when I try to open it in Access XP but I get a 'The current user account doesn't have permission to enable/convert the database'.

I joined the proper workgroup and edited the user-permissions/settings at Access 95 while the program is running but I still can't seem to convert it. Any help would be greatly appreciated :-) Thanks!
