Zone: Microsoft Access Database

I have a modal, pop up form with the following command buttons:
- Hide
- Minimize
- Normal
-Maximize
Each button resizes the Access application window per it's name.

If I click HIDE and then NORMAL, the application goes hidden and then reappears, as expected. But if I click HIDE and then MAXIMIZE, then when the application window reappears it has no menu bars or toolbars - they are gone. The only way I can figure out to get them back is by clicking HIDE and then NORMAL.

I doing something wrong? Why is this happening? Is there a way to prevent it?
