The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

How to create and insert a menuBar onto a form

I've never used menubars.  II'd like to create a menu to give users access to varions forms from a main form.  I've followed the following instructions:

Select View|ToolBars|Customize...

Form the dialog, on the ToolBars tabb, click the New button.

Give it a name, and select OK.

Click the Properies button.

Change the Type: drop-down to MenuBar.

Click the Close Button.

Click the Commands Tab.

Scroll Categories down till you find New Menu.  Select it, then from the Commands panel, drag 1 "New Item>" onto your menu bar for each first level item.  For each one, right click it, and give it a name.  Characters preceeded by an & will be accelerator keys for that item.  "F&ile"  will underline the i, which will then drop that item down if Alt+i is pressed.

Here's where I'm stuck.  I don't see any option to "drag 1 "New Item>" onto your menu bar".  Where is it or what am I missing?
