if the mdb file is online, then the system will consider it as a open file.

This will tell you the Device ID's that are currently in the MDB or that were last in ... assuming a crash.

The fact that a compact /repair took care of it means that the DB was flagged as corrupt. Someone is terminating abnormally (not exiting the db properly).
Keep an eye on it and make sure your keeping your backups current. A sucessfull compact/repair doesn't always mean that the db is 100%. You still may have some corruption (or not - dpends what was going on when they terminated).

If not, try rebooting.
