Issue with multiple users accessing Access Database

We have an Access 2003 database that was originally a multi user database. Now it allows multiple users to open it, but only the first user has full rights the rest have RO.

What happened was we copied the database to another location to do some work on it to fix a problem. The original was locked during this time. After the fixes had been made it was copied back to its original location on the network. At that point the database appears to no longer be a multi-user database; in the sense the first user is the only one who has full access.

We use a path in the shortcut "C:\Program Files\Microsoft Office\OFFICE11\MSACCESS.EXE" that enables multiple users to open the database however this does not appear to be the issue. We tested this on a backup copy of the database that was NOT moved or copied and it allows users to connect simultaneously with full access.

The NTFS permission for the two users who have full access are Full Control and these permission have not changed. By copying the DB, it has inherited the NTFS permissions of the target folder, so we do not think NTFS is the issue.

We had this working before, but it has been awhile since we set this up at the users request. We are looking to return the DB to a multi-user database. Thanks.
