How to disable or remove the "More Commands" option, from the "Customize Quick Access Tool Bar".

I have been trying to secure an Access 2007 back-end, by means of using code to disable the use of the shift key and I have noticed that even when I run code that is suppose to disable the shift key, if I hold the shift key down and click on the down arrow of the "Customize Quick Access Toolbar" (without ever letting up on the shift key) that I have access to the "More Commands" option which gets me into the Access Options screen, which of course completely defeats the whole purpose of disabling the shift key. If I let up on the Shift key, and then click on the "Customize Quick Access Toolbar" the "More Commands" option is disabled. Can you please help me? I want to disable the "More Commands" option, and only want it to appear if I have enabled the shift key, for example. I have been searching and trying to figure this out for HOURS, and will be very greatful for your help.
