Where can wefind an example of resource planning database to front load, back load, or level load manpower requirents in MS Access or  VB?

We are trying to develop a database application which projects manpower and/or budget across the period of a contract. We need to be able to select between a front-load, back-load or level options. We would like to develop in VB with a MS Access back-end. We would like to know if this is available or if  there are sources we could contact to get an example.
