Packaging and Installing Access 2000 app

I have an Access 2000 app with .mde, .mdb and .mdw files.  I want to use the packaging wizard and runtime from Access 2007 to distribute this app.  However, when I package it and try to install it (even though all files including the .mdw were installed), I get the error message telling me I don't have the proper permissions.  
If I copy all of the files, instead of using the installation package to a machine with Access 2000 it works fine as long as I use a shortcut to start the app.  The shortcut has the following info:

Target:  "C:\Program Files\Microsoft Office\Office12\MSACCESS.EXE" "C:\Program Files\My App\MyApp.mde" /WRKGRP "C:\Program Files\My App\MyAppSystem.mdw"
(maybe 2007 doesn't like the /WRKGRP .... I have no idea)

Start in: "C:\Program Files\My App\"

Any help would be greatly appreciated. Please be detailed as this is the 1st time I worked with this packa wizardStart Free Trial
