Problems importing .txt file -unusual file format

Hi I've been given the location of a data extract which I want to link or import into an Access database. I've attached a sample of a single line.

It opens and imports fine into Excel but not Access. At first it won't recognise it at all, but by changing a few settings around I can get it to see the first few fields - up to the Hyperlinks.

Is there a particular import Spec I could be using? I'm not really looking for a solution which involves any more steps than a direct import.

Last resort for me would be to programatically open the file in Excel, save as .csv, then import. I know how to do this but hope you can give me an alternative...
