Mostl likely it depends on your type of usage. Generally the functionality is very similar. There are not too many differences between the two in terms of what you can accomplish. There have been some upgrades in Integration to other office products.
The biggest changes are in user interface which has been changed significantly. There would be some learning curve issues for users to learn the new interface. Is there something functionally that you have been unable to do with your current app that would steer you toward 2007?
The only other issue would be that versions prior to 2007 are one step closer to not being supported by MS. But if you have all the support you need in-house that might not be a big issue.
