This works on all of the machines, but a couple of days ago the client tried to add a new Windows user to one of those PCs and now gets the following error everytime our app loads (on any user logged onto that PC).
Error 2709: An internal error has occured
[Global_PIA_OWC11]
Our 2003 database still loads, but this error will become irritating.
I suggested re-installing the 2003 run-time licence, however when this comes up with the options to Remove/Repair 2003, it generates the same error.
Any suggestions?

owc11 is the office web components for office 2003.
sonce microsoft has deprecated the office web components in 2007, there's no newer alternative.
if you dont really use the web components (spreadsheet, chart or pivot) in access, then that usually means the user has opened your app in access 2007 (instead of 2003), then access automatically updates references, and then, trying to run it again in 2003 will fail
load the errored file in a full access 2003 and check/replace missing references, then return it to the client pc and try
in my last 2 years experience since 2007 is running around on my client's pc's it never works out to run 2 versions in paralel, and you'll have to make a choice (and if you're not using owc and/or custom toolbars, then move on to 2007, the runtime is free now)
