I have taken a look at code visual to flowchart and it looks pretty good. I know the $99 price tag is cheap as far as software goes but still not in our budget as we just got done with layoffs.

I seriously doubt that anything like that exists for Access. I would suggest creating a Relational Model with the Relationship tool that is built in. I've been using Access since 1.0 and I've never created a flow chart per se ... because it's really not that practical, other than maybe to show how some complicated vba code flows, etc.
However, I have gotten a LOT of mileage out of Relational diagrams ... the road map to what the app is about to some extent.
I would suggest that you explain to whoever that 'flow charts' per se ... are not really that practical ... and you can tell them that I said so, lol.
