Fix a pop up form Position

Dear experts,

I am struggling to be able to fix the positioning of a pop up to a particular place on a form.  I have tried moving it to the right place, saving it and then changing the moveable to no, but it just keeps coming up where it wants to rather than where I want it to be.  What do I need to change to make this happen?

Change the zeros to the position you need.

Values are in twips.    1440 twips per inch
