What is best way to play a VOB (video file) via IE for inhouse training

Need to play a VOB (video file) via IE for inhouse training (using C#/ASP, VS2008) ... the .VOB file is 800+mb, two questions:
1) what is the best "format" to convert to for IE delivery (ie: Flash Video, WMV, ?)
2) what is the best way to "deliver" this, via IE (ie: Flash, Silverlight, ?)Start Free Trial
