This does not work in IE 7, but works fine in firefox. I mean the picture does not show anything, just a red cross mark

Yes, you need to include the drive letter.
Read "File:\\" like "Http://" or "Ftp://"
Read "c:\" like "MAIL".google.com...in the sense that "g:\" might be "MAPS".google.com, etc.

You say that the jpg is on g:\? so try: <img src="File:\\g:\1148060828_

Let me know one more thing.. If you open any website in IE7, for example www.google.com are you able to see all images in that page or "X" mark for the image.
if you are not able to view images for any website, the "show Pictures" option might be disabled in your browser..
Just double check whether this option is enabled in your IE7 settings..
Go to Tools menu >> Internet Options...
In the pop up window go to "Advanced" tab...In this tab you can see multiple options with check box.
Scroll down to Multimedia area and check "Show Picture" option is checked or not. If not selected please select the check box and click OK.

I did something similar and it worked for me.
Perhaps try putting "file:\\" on the front of your link?
