How to change web reference URL Programmically

How can I change the URL of my web reference programmically?  I want change the URL value in my app.config file through my C# .net Form.  

<applicationSettings>
        <StepXML_Conversion_Tool.Properties.Settings>
            <setting name="StepXML_Conversion_Tool_WebReference_stepService"
                serializeAs="String">
                <value>http://192.999.999.999:80/ABCWS/abcws</value>
            </setting>
        </StepXML_Conversion_Tool.Properties.Settings>
    </applicationSettings>

I thought it would work something like this.

private void button1_Click_1(object sender, EventArgs e)
        {
                string urlsettings = System.Configuration.ConfigurationSettings.AppSettings["value"].ToString();
}

What Namespace is WebService in?  Also, this is a C# .net Window Form application not ASP.net.
