How to monitor process in vb.net?

Dear Experts,

I have been thinking about how can I monitor the process from a specific time for any changes (create, kill) in VB.net but I did not find any clue about how can I do it.

I was wondering is there any way in VB.NET to do this ? monitor process to get their change events?
