Cluster Services Fails Frequently

We are having an issue with our Fileserver Cluster failing on a frequent basis. The cluster displays the following message when the failure occurs.

" Cluster File share resource ' PUBLIC SHARE' has failed a status check. Error code 64

This is not limited to the Public Share Services, other cluster services experience the same issue.
We have to shutdown the server to get the cluster fail over to function properly.
