Is this the whole machine will not connect or just a program can't get in?

I am tryijg to use the web browser to access a program on the PC by typing http://localhost/.  I am able to get to MSN or Yahoo but I cannot access localhost.  I can ping it and 127.0.0.1, which is the same thing.  I am the support person not the user.  The user tells me this is how he has always accessed this function.  it is a favorite on his list in the browser and I am confident this is how he has always been doing this.  So, I am not sure whether that constitues the whole machine or just the program.  Thanks,

Sounds more like a Share or Permissions problem, since it will ping.
Might also be the program he is trying to access is corrupted, or .NET is.

We are in the process of reinstalling the program to see it that might work.
