I looked on the manufacturers website. If you downloaded the 'usb' drivers and attempted solutions provided above, change to the standard windows driver provided on site, and configure appropriate comm port.

I have a Posiflex PP 7000 thermal receipt printer and want to set it up on a laptop that does not have a serial or parallel port. I have a serial to USB cable that came without any cd or drivers. I managed to get the driver from the internet. I installed the printer driver but for some reason I still cant print. Is there anyone out there that has a solution?
Regards,
Martin-Swannie

Here are a few suggestions.
Verify you have installed correct/latest drivers for the serial to usb adapter.
Verify you are on a correct com port. Go into device manger, check the port, see what com port it's running on. Go to 'printers and faxes' in control panel. Right click on your printer and go to properties, then the 'Ports' tab. Verify that the correct serial port is used, many times in situations like these you simply have to tell it the port number. I am not sure what type of serial to usb converter you are using, but it should make a port like com 2, com 3, com4, etc.. some cases it may show up as usb to serial. If it made a com port 4 in device manager, make sure in the ports properties of your printer is set to com 4.
Also some setups have more success on com2, manipulate settings to change to com2 in device manager then in printer properties. Also assuming you have correct printer drivers, you should be set in printing.
Let us know and best wishes.
