Here is a possible solution:
On a PC, you have the hard disk dive - Drive C:
You also have the CD or DVD-ROM drive - Drive D:
If you either have a drive mapped to a network drive, or if you have a smart card reader installed in your PC, that will occupy Drives E:, F:, and G:, etc.
When you plug your USB camera in to the computer, it wants to use the next available drive letter after the CD or DVD drive, but that is already in use and so it sits there doing nothing.
Unplug your USB camera.
Right-click My Computer and choose manage, then click on Disk Management.
Look for drives with letters like E:, F:, etc that are not physical Hard Disk Drives, or CD / DVD drives and right-click the first drive and choose Change Drive Letters and Paths. Click on Change, then choose another drive letter (such as G:) and click OK twice.
Plug your USB camera back in and it should magically appear.

have you also installed the application software for the webcam?
or maybe something else has already taken control. (are you running MS live or skype ?)
