folder security

in ADS Domain is configured with several nodes and i am using landesk management software and landek agent is deployed in all XP workstation .Landesk client was installeed \program files \landesk\ldclient .Workstation local administrator is changing files in Ldclient folder and getting USB Drive access and can abule to stop usbmon process. i want to restict the local admins to do that
i used gpo to set permisson on that folder .still local admins can chage the permission on that folder

is there any way to do this
