ms exchange 2007 - Incorrect encoding for messages within the domain

Messages sent via SMTP through an Exchange 2007 mail server are received correctly by recipients outside the domain but recipients within the domain will receive the message as "garbage" characters. The encoding appears wrong.

The html messages originate from an automatic notifier and are send via an SMTP connector that accepts and relays  messages only from the server where the notifier is installed.

Questions:
1- Why would users outside the domain receive the messages correctly but the users within the domain will receive the wrong (apparently) encoding?

2- How to best troubleshoot this?
