I had the same issue. I had to run a PS command to keep the RPC over HTTP Auto Config from resetting it.

Our company recently upgraded to exchange 2007. Before we had rpc / http - which is now outlook anywhere - and our main problem is the rpc access - i can get into my email if i enable basic auth on RPC in iis - but it keeps disabling itself. I'm pulling my hair out trying to figure out what the deal is. Has anyone ran into this type of issue before with outlook anywhere?

Make sure that you uncheck all inherited policies and permissions inside security on the virtual site.
