You need to use Import-Mailbox & Export-Mailbox cmdlet to achieve same functionality like ExMerge...

I tried this a little while ago:

the Import-Mailbox cmdlet only works on 32bit boxes, so if you are running Exchange 2007 on a 64bit box (the only way that Microsoft supports Exchange 2007) then you have to install the management tools on a 32bit box in your organisation order to run the Import-Mailbox cmdlet.  

If you want to use Exmerge, you can.  You need to install the Exchange 2003 management tools on another machine, then you can use the ExMerge tool on that box.

Note, if you choose the Exchange 2003 method, you will get a prompt that says that the AD schema has not been updated for Exchange 2003.  You can safely ignore that message.
