Are you using the latest version of BES?  It sounds like maybe not.  Anyway, what is your event log saying, do you see an error like, SERVICE_RELAY_SESSION:xxxxxxxxxxxxxxx] Service transaction not found. SERVICESESSION_TAG=xxxxxxxxxx?

If so, then the problem was most likely caused by your network, not BES.

What does your bes logs indicating?

The logs can be found by looking at Start > Programs > BB Config.  There should be a logging tab which will show you were the logs are.

Have you checked the latency between the Exchange and BES servers?

by: garycutriPosted on 2009-03-25 at 07:53:51ID: 23980126

The error "[BIPPe] WARNING: Using default BIPP shared secret" can be ignored as it just means BES is default encryption to communication between various BlackBerry components.

The error "RequestHandler::HandleITADMINDataCommand - ITPolicy Fail Ack for the command REQUEST_KEY_GENERATION, ErrorCode 0x0, ErrorText "Unknown Error" - Processing packet, Tag=3645742" indicates that the device is not acknowledging the IT policy commands sent from the BES because the encryption key changed when the BlackBerry Configuration Database was recreated. Have these user been moved from another BES without wiping or have any changes been made to the server or database?

Another common cause for this issue is the blackberry server account is set to "hide from exchange address list". Removing this setting in active directory  resolved the issue for us.
