MS provides Windows SharePoint Services 3.0 (WSS3) for *free* on W2K3 platform. two of the built-in features of WSS are Discussion List (forum) and Blog.
it is of course based on ASP.NET 2.0. you may integrate WSS with Flash applications (which is used YouTube) or SliverLight applications (basically, it is MS Flash).
