I have tried to checkout this based on your suggestions but cannot see anything much wrong with the applicationhost.config
I have given up and will re-install the server.

I am trying to install WSUS 3.0 SP1 on a Server 2008 x64 box. This box was promoted to a DC on a Server 2003 domain.
The box has the IIS role added, but the w3svc service does not start, so when installting WSUS 3.0 SP1 it says the IIS role must be added.
Trying to start the w3svc manually fails with the following error messages.
The Windows Process Activation Service (WAS) encountered an error attempting to look up the built in IIS_IUSRS group. There may be problems in viewing and setting security permissions with the IIS_IUSRS group. This happens if the machine has been joined and promoted to be a Domain Controller in a legacy domain. Please see the online help for more information and solutions to this problem. The data field contains the error number.

I have tried to remove the IIS role, but this failed and gives me an error log.
I found a script on Technet to fix the problem of the 1st error message, where the user accounts have changed
when a 2008 server becomes a DC on a 2003 domain. I ran the script and rebooted.
W3svc still fails to start. Now the error messages are the last 3 from above, the 1st error has gone away.
I have searched Technet from the Event Viewer and found nothing..
Any ideas would be welcome.
