If I read your upper cased question correctly, you are running something like 34 kps per user (although its never even) in location B.
You would be fortunate to get all of them just using 256 colors (which is an option in RDP). I would seriously suggest you buy more bandwidth. You could also investigate another option which is Citrix, which basically replaces the RDP protocol with ICA, which is slightly more efficient.
I run a J.D.Edwards installation and it will work fine on 256 colors which will save you a tonne of bandwidth. Perhap's you would like to try that.

the actual bandwidth usage will depend on how your application interacts with the end user, e.g. if video animation or audio is involved.
however, in a low bandwidth scenario with 28.8/56.6Kbps connections, RDP supports several Experience options to control the bandwidth usage, such as screen size, color depth, font display etc.
for the Windows version of RDP, it also has an option to choose the Connection Type from 28.8 modem to LAN.
you may check RDP's Display and Experience settings for more options.
