I have SBS 2003 R2 box. I have run the email and intenernet wizard.
I am using a third party pop connector but not all mails are coming down.
Not all mails are going out either despite nothing sitting in the outbound queues on the "Small Busines SMTP Connector"
The half dozen users who are POPing their mail from the other side of the world are configured on the server with "notlocal" aliases. The "automatically update recipient policy" on each user properties is deselected. All this is as per article

When I look at a user´s (who is not local) mailbox, all emials sent by the other internal users are there.
Should I just make the jump and instruct all users to begin using the new webmail or there is something else I am not doing, starting with the title above, that can prevent the jump across from happening now

Yes thanks. You said it! It is a pain. My next hurdle is getting all the PSTs from remote laptops onto the central box. RPC over http works if the firewall is configured but from what I hear, the machines have to be local one time to get it to work.

Exchange MTA not available is normal on Exchange 2003 on SBS. It isn't used in that configuration.
Trying to have users mixed between collection locations is always a pain, as Exchange isn't designed to do that. You should have all users collect email from the SBS server, and stop using the POP3 connector completely.
