If the domain only contains Server 2003(R2) where would the Windows 7 templates come from? The locally installed templates on the Windows 7 Box where the RSAT is installed?

yes, but some keys wont apply, and you will need to download the ADMX file that contains the settings in the group policy editor in order to be able to see the new features in Windows 7 and control them via group policy.
